Tom Levyn, partner and chair of Glaser Weil’s land use and government regulations practice, is nationally recognized for his leadership, management and negotiation skills. Well-respected for his experience handling complex real estate and business transactions, especially land use, Tom has implemented effective risk management protocols for national real estate firms.
Tom’s clients are generally public companies, including national banks, realty advisors and insurance companies, and large private entities, such as hotels, asset and property managers, equity investors and real estate brokerages. He is proud to represent the chief executives, presidents and senior management of these companies. Additionally, he is a trusted counsel in personal matters for successful entrepreneurs.

As a former three-time Mayor of Beverly Hills, Tom initiated innovative community-building programs and was recognized for his achievements by the United States Conference of Mayors. As co-chief labor negotiator, he brought successful closure to a historic four-year pact between the City of Beverly Hills and the police and fire associations. He created the first legal case management system for the city, resulting in record-setting cost savings.
